The project for the University Hospital Center in Agadir, whose construction contract was awarded in April 2016, continues to face delays, depriving medical students and the local population of their basic rights to medical training and healthcare. The Faculty of Medicine in Agadir opened its doors in the 2016-2017 academic year, yet students have been denied training in this vital center for ten years. Two batches of doctors graduated without benefiting from the university hospital, while the people of Souss remain deprived of their fundamental right to access healthcare.
Parliamentarian Naima Fathawi has raised three questions in Parliament regarding the reasons for the delay in completing this strategic project, on December 14, 2021, October 18, 2022, and July 11, 2023. However, government responses were evasive and unclear, consuming a long period without substantial progress.
Despite promises from the Ministry of Health to open the university hospital before the end of 2023, we are now at the end of 2025, and the project remains stuck at the foundational stage, raising serious questions about the causes of this delay—especially when compared to the rapid completion of major projects in the capital Rabat, such as the Souissi Hospital or the Abu Raqraq Bridge, completed in record times.
The pressing question remains: Is Morocco limited to “the borders of Rabat” only, or is the government committed to developing all its regions based on justice and equality? Why are projects in major cities outside the capital subjected to bureaucracy and delays despite the availability of resources and significant funding?
The suffering of Agadir residents, transformed from the capital of Souss to the heart of central Morocco, continues due to the lack of basic health services. This university hospital project is a humanitarian issue that undermines all development slogans and calls for urgent intervention.
Hope remains pinned on the government to fulfill its commitment to open the university hospital as soon as possible, enable students to fairly benefit from medical training, and guarantee the population’s right to healthcare, marking a true beginning for comprehensive development in the Souss region.
