Moroccans Abroad Submit Reform Memorandum Demanding Stronger Parliamentary Representation

In the context of following the public debate on electoral system reforms and preparing for the upcoming 2026 elections, the Democratic Civil Council for Moroccan Migration issued a reform memorandum addressed to the Minister of the Interior. The memorandum includes an analysis and practical proposals on several issues related to the political participation of Moroccans residing abroad and the expansion of their representation within elected institutions.

The council emphasized in its memorandum, dated August 31, 2025, the necessity to adhere to the directives of the royal speech and the articles of the constitution, highlighting that the electoral reform should include:

  • Reforming and strengthening the electoral system to ensure transparency and integrity.
  • Enabling Moroccans abroad to register directly on electoral lists within their countries of residence or through Moroccan consulates.
  • Creating special electoral constituencies for Moroccans abroad that allow them to elect their representatives in the House of Representatives.
  • Reconsidering the electoral system to guarantee fairness in representation and participation.
  • Establishing a dedicated body for Moroccans abroad within the House of Councillors.
  • Revising Article 63 of the constitution to allow actual representation of Moroccans abroad in the second chamber.

The statement noted that this initiative aims to enrich national and institutional discourse in the context of major transformations taking place in Morocco. It stressed the need to renew political elites and ensure broader participation from various societal segments to enhance participatory democracy and consolidate principles of equality and electoral justice.

The Democratic Civil Council for Moroccan Migration concluded by affirming its active engagement in supporting the democratic process and calling for the adoption of a fair and transparent electoral system that reflects the genuine will of citizens inside and outside the country.
