From the Africa Cup of Nations to the World Cup: Lekjaa charts a new football roadmap for Morocco

Rabat, Morocco – The steering committee of the Royal Moroccan Football Federation held an important meeting on Wednesday, August 6, 2025, chaired by Mr. Fouzi Lekjaa, to discuss a range of key issues concerning the future of Moroccan football.

Mr. Fouzi Lekjaa opened the meeting by extending the warmest congratulations and sincerest feelings of loyalty and devotion to His Majesty King Mohammed VI on the occasion of the 26th anniversary of his enthronement. On behalf of the steering committee members, the Federation’s president also expressed sincere thanks and gratitude to His Majesty King Mohammed VI for the high royal reception he granted to the members of the national women’s team, which achieved a historic feat by finishing second in the Women’s Africa Cup of Nations, as well as his reception of FIFA President Mr. Gianni Infantino.

Morocco, a Leading Destination for International Sports

While reviewing the achievements, Mr. Lekjaa praised the professional and successful organization of several recent continental events hosted by Morocco, such as the U-17 Africa Cup of Nations, the Women’s Futsal Africa Cup of Nations, and the Women’s Africa Cup of Nations.

Lekjaa confirmed that the Kingdom of Morocco is preparing to host major global and continental sporting events, including the U-17 Women’s World Cup next October, the 2025 Africa Cup of Nations for men, and the joint organization of the 2030 World Cup with Spain and Portugal. The Federation’s president called on the steering committee members to actively and responsibly engage in all the projects related to these events to ensure their success and enhance Morocco’s position as a leading destination for organizing international sports events.

Structural and Legal Amendments to Keep Pace with Development

The meeting included an extensive discussion of several points on the agenda, most notably:

  • Restructuring the Judicial Committees: The steering committee approved the centralization of the disciplinary and appeals committees to ensure their independence and effectiveness, while emphasizing the need for quick resolution of urgent cases.
  • Amending the Competition Law: Mr. Abdeslam Belkchour, president of the National Professional Football League, presented important amendments that included setting conditions for promotion to the professional league, creating a special legal system for ball collectors, and expanding the number of individuals on the substitutes’ bench to include the second assistant coach and performance analyst. The amendments also included adopting a “caps” system to avoid direct confrontations between top-tier clubs in the early rounds of the Throne Cup, and resorting directly to penalty shootouts in case of a draw.
  • Stricter Disciplinary Sanctions: The committee approved an amendment to the disciplinary code to toughen penalties related to cheating and forgery, with the application of the maximum penalty from the first offense.
  • A Body for Auditing Clubs: The establishment of a new body was approved, tasked with auditing and monitoring membership and eligibility files within sports clubs to ensure transparency.

Mr. Fouzi Lekjaa concluded the meeting by calling for the re-opening and proactive settlement of tax and levy files for clubs, and for creating a favorable environment to attract investors. The steering committee also approved the formation of a committee to oversee the proposal to organize an international forum for sports investment, which aims to encourage private investment in the sports sector through innovative and sustainable partnerships and to open a structured discussion on the legal, financial, and managerial challenges facing national clubs.
