The Government Council, convened on Thursday in Rabat, adopted draft law No. 19.25 concerning the protection of stray animals and the prevention of the dangers they may pose. The draft was presented by Ahmed El Bouari, Minister of Agriculture, Maritime Fisheries, Rural Development, and Water and Forests.
Mustapha Baitas, Minister Delegate in charge of Relations with Parliament and Government Spokesperson, emphasized in a press briefing following the council meeting that the draft law comes amid a surge in the phenomenon of stray animals, which has become a major challenge requiring urgent state intervention due to its direct impact on public health safety and public tranquility.
Baitas pointed out that the uncontrolled proliferation of these animals in public spaces is a significant concern, as they contribute to the transmission of serious infectious diseases and are a direct cause of traffic accidents and numerous assaults on people.
At the same time, the draft law aims to protect these animals from diseases and risks by ensuring their proper care under appropriate conditions.
The spokesperson clarified that the new law will establish a legal framework balancing the preservation of citizens’ safety with the care and protection of stray animals, particularly dogs, drawing on various international experiences and relevant recommendations from the World Organisation for Animal Health (OIE).
This draft law reflects the government’s efforts to regulate the management of stray animals in a humane and effective manner, achieving a balance between public health protection and animal welfare.
