Morocco Bans Passenger Transport on Three-Wheelers to Enhance Road Safety

In a decisive move to address the alarming road safety situation, Moroccan authorities have imposed a ban on transporting passengers using three-wheelers (triporteurs) to curb the rising number of fatal traffic accidents across the kingdom.

Nasser Boulaajoul, Director General of the National Road Safety Agency (NARSA), officially announced the ban, highlighting that road traffic fatalities reached 4,000 in 2024, marking a 5.6% increase compared to 2023. He added in a statement to Le360 that the figures for the first five months of 2025 remain concerning, with an approximate 20% rise.

Boulaajoul emphasized, “It is no longer possible to ignore these failures and dangerous behaviors. Strict measures must be enforced, and citizens must comply with the regulations.” Among the new measures is the mandatory technical inspection for motorcycles exceeding 50cc, including three-wheelers.

Originally designed solely for transporting goods, these vehicles have increasingly been misused to carry passengers, often modified dangerously by adding benches or fixed seats, turning them into “real traps” that severely endanger passengers’ lives, the agency director warned.

Under the new regulations, owners will be required to restore their three-wheelers to their original configurations by removing all unauthorized modifications.

The official also stressed the crucial importance of wearing approved helmets, reminding that only safety-certified equipment should be used.

This decision follows a series of recent tragic incidents that shocked public opinion. One accident in El Kelâa des Sraghna resulted in the deaths of seven people when a three-wheeler overturned. More recently, on July 7, a five-year-old child died in Béni Mellal after the three-wheeler driven by his grandfather tipped over on a dangerous curve. These tragedies highlight once again the risks associated with transporting passengers, especially children, in such vehicles without proper safety measures. Authorities have opened an investigation to clarify the exact circumstances of the accident.
