Amina Bouayach, President of Morocco’s National Human Rights Council and Chair of the Global Alliance of National Human Rights Institutions (GANHRI), emphasized the vital role national institutions play in defending human rights around the world.
Speaking on Wednesday at the annual review of the tripartite partnership between GANHRI, the UN Development Programme (UNDP), and the UN Human Rights Office (OHCHR), Bouayach noted that this collaboration—launched in 2011—aims to strengthen national human rights bodies so they can respond effectively to modern global challenges.
She expressed concern about the current international climate, marked by rising conflicts, shrinking democratic spaces, and weak multilateral cooperation. Funding shortfalls, she added, are also limiting the participation of national institutions in UN forums, especially in New York.
Bouayach stressed that “respect for international law, dialogue, and multilateral cooperation” must guide global efforts to address climate change, discrimination, and conflict. She called the partnership an innovative model that helps institutions improve their performance, embrace digital tools, and engage with environmental issues.
She proposed three key priorities to strengthen the global impact of human rights institutions:
- Supporting existing institutions.
- Encouraging the creation of new ones.
- Expanding their work to include issues like climate change, digital rights, and civic space.
Bouayach also urged the UN to create a permanent space dedicated to national institutions within its structure. She warned that without proper funding, these organizations could face serious setbacks.
Top UN officials—including Assistant Secretary-General for Human Rights Ilze Brands Kehris and UNDP Deputy Crisis Director Touhan Saleh—attended the event, along with representatives from regional human rights networks across the world.
