Geneva: Ambassador Omar Zniber Highlights Major Reforms and Criminal Policy in Morocco at the 59th Session of the Human Rights Council

Omar Zniber, Morocco’s Permanent Representative to the United Nations Office in Geneva, highlighted today, Tuesday, the significant recent reforms in Morocco’s judicial system and criminal policy, reaffirming the Kingdom’s constructive engagement with international human rights mechanisms.

Speaking during a plenary session of the 59th session of the Human Rights Council, Zniber stated: “Driven by Morocco’s commitment to human rights and its pursuit to strengthen the rule of law, the Kingdom has adopted two major reforms in its judicial system and criminal policy aimed at enhancing citizens’ trust in justice, respecting human dignity, utilizing legal means to combat crime, and promoting reintegration.”

The ambassador added that these reforms include the adoption of a law introducing alternative sanctions and amendments to the Code of Civil Procedure, as part of modernizing Morocco’s criminal system by balancing the need to protect public security with safeguarding personal rights and freedoms.

Zniber also noted that, within its constructive interaction with international mechanisms, Morocco submitted its fifth periodic report on the implementation of the Convention against Torture. Since the beginning of this year, Morocco has contributed 38 inputs to reports by the UN High Commissioner for Human Rights, various special procedures, and the Advisory Committee of the Human Rights Council.

In conclusion, the ambassador announced that Morocco, on behalf of a group of member states, will present a draft resolution on the negative impact of corruption on human rights, reflecting Morocco’s substantive contribution to the Council’s work.

Furthermore, Zniber revealed that Morocco will host the Arab-African Forum on Business and Human Rights on June 24 and 25, with the forum’s outcomes to be presented at a parallel event scheduled for July 1.

These initiatives underscore Morocco’s commitment to strengthening its role as an active supporter of human rights and developing its judicial framework in line with international standards.
