Press Release: Government Council Meeting on Thursday, June 5, 2025

The Government Council convened on Thursday, 8 Dhu al-Hijjah 1446, corresponding to June 5, 2025, under the chairmanship of Prime Minister Aziz Akhannouch. The session focused on sectoral presentations, deliberation on several draft legal texts, review of an international agreement, and discussions on appointments to senior positions in accordance with Article 92 of the Moroccan Constitution4.

Opening and Eid Greetings

At the outset, the Prime Minister, on behalf of all Council members, extended heartfelt congratulations and best wishes to His Majesty King Mohammed VI, the Royal Family, and the Moroccan people on the occasion of Eid al-Adha, praying for continued health and well-being for all Moroccans.

Baccalaureate Exam Updates – 2025 Session

The Council followed a presentation by Mohamed Saad Brada, Minister of National Education, Primary Education, and Sports, regarding the latest developments in the 2025 baccalaureate exams. The Minister reported that the number of candidates this year reached 395,495, marking a 0.41% increase compared to 2024. Of these, 110,065 are independent candidates, representing 22% of the total.

The Minister also discussed measures for candidates with disabilities and those in special circumstances, including adapting exam topics and conditions to their needs. This included special provisions for Moroccan students returning from unstable countries, children of migrants residing in Morocco, and patients allowed to take exams in hospitals under specific regulations. Inmates in correctional institutions also benefited from tailored exam procedures.

To ensure the success of this session, the Ministry provided 1,995 exam centers with a total of 29,998 exam rooms across all regional academies, mobilized necessary human resources, and enhanced the security of baccalaureate certificates and transcripts by producing secure documents and eliminating handwritten signatures. Several digital services were also introduced for secure certificate use.

Legal and Regulatory Matters

The Council postponed discussion of Draft Law No. 16.25 (amending Law No. 36.21 on civil status) to a later meeting.

The Council then reviewed and approved Decree No. 2.23.716, which defines the qualifications required for the role of trustee (syndic) and the fees for such roles in business difficulty procedures. This decree, presented by Minister of Justice Abdellatif Ouahbi, is part of the implementation of Book V of the Commercial Code and aims to reduce the duration of business difficulty procedures, enhance transparency, and improve judicial efficiency. It is considered a key element in improving the business climate and aligns with the 2023-2026 roadmap for legal and judicial reforms.

International Agreements

The Council reviewed a military cooperation agreement between Morocco and Burkina Faso, signed in Rabat on July 24, 2024, and approved Draft Law No. 01.25, which ratifies the agreement.

Senior Appointments

In accordance with Article 92 of the Constitution, the Council approved the following senior appointments:

  • Ministry of Industry and Trade: Youssef Lakbida as Director of Food Industries.
  • Ministry of Higher Education, Scientific Research, and Innovation:
    • Ahmed Ndhami as Director of the National School of Electricity and Mechanics in Casablanca.
    • Moulay Brahim Sadra as Director of the Higher School of Teachers in Meknes.
  • Ministry of Tourism, Handicrafts, and Social and Solidarity Economy (Handicrafts Sector): Hassan Chouikh as Secretary General.
  • Ministry of Solidarity, Social Integration, and Family: Taleb Bouya Aba Hazem as Inspector General.

This session reflects the government’s ongoing efforts to implement legal and procedural reforms, strengthen governance in key sectors, and ensure transparency and improved public services for citizens4.
