Rabat, Morocco – The National Trade Union Coordination of the Health Sector (CSNSS) has confirmed the implementation of the decree centralizing budgetary posts and salaries for all public health officials. This move aligns with the new status model for Territorial Health Groups (GSTs) while carefully preserving the benefits and rights acquired under the existing civil service statutes.
According to a CSNSS press release, a significant meeting took place yesterday (Monday) at the Ministry of Health and Social Protection headquarters. The meeting brought together the trade union coordination, the Director of Human Resources, and his deputies, with the primary objective of discussing the application of the July 23, 2024, agreement and its integration into the unified draft statute for Territorial Health Groups.
Salary Increases and Amendments for Nursing Professionals
In this context, unions were informed that a decree related to salary increases, through the addition of professional risk premiums, will be published in the Official Gazette in the coming days. This decree specifically concerns the centralization of financial posts and salaries for the two agencies involved.
The statement also clarified that the draft amendment to the 2017 decree concerning the corps of nurses and health technicians has undergone the approval process. This amendment aims to implement three key points from the July 23, 2024, agreement: the addition of years of service for nurses, health technicians, and senior health executives; the reintegration of officials wishing to return to their original framework as nurses; and the amendment of the 2007 decree concerning assistant nurses to include additional years of service.
Draft Health Programs and Governance Discussions
The CSNSS was also informed about the preparation of a draft decree on health programs, which will be presented during a meeting scheduled for Wednesday, May 21, 2025. In the same meeting, and in accordance with the July 23, 2024, agreement, the draft decree on the centralization of financial posts and salaries for Territorial Health Group officials will be presented to the coordination for discussion.
The press release emphasized that the unified statute will guarantee all protections provided by the civil service statute, with precise references to legal articles and sections. This includes, notably, recruitment procedures, access to public service, mobility, disciplinary procedures, and administrative leave, as stipulated in the agreement.
It was also confirmed that professional career paths will be preserved, with references to the specific statutes of each category. Efforts are currently underway to improve promotion conditions and include internal competitions for health professionals within the model statute, in line with the agreement.
Remuneration and Governance
Regarding the variable portion of salaries, a proposal will be submitted to the trade union coordination during the May 21 meeting. The model statute will also provide for the integration of existing indemnities and the creation of new ones.
The CSNSS stated that all details of the new draft statute will be thoroughly examined during this meeting. The election of healthcare professionals’ representatives to the Administrative Council of the Territorial Health Groups will also be addressed. Finally, the necessity of promptly disbursing the indemnities for the second quarter, which is expected to occur soon, was highlighted.
