Moroccan Ministry of Agriculture PhD Holders Announce National Strike, Demand Status Regularization from Government Head

Rabat: The National Committee of PhD Holders within the Ministry of Agriculture, Fisheries, Rural Development, Water, and Forests has announced a comprehensive national strike scheduled for Wednesday, May 28, 2025. This escalating decision follows an emergency meeting of the committee’s executive bureau on Thursday, May 15, 2025, in protest against the “stagnation of their demands file” and the continued marginalization of highly qualified professionals within the administration.

In their statement, the PhD holders call upon the Head of Government to intervene and regularize their status, affirming that they have contacted the relevant Minister for “a definitive resolution of this issue.”


Marginalization of Expertise Hinders Development, Perpetuates Imbalances

The statement asserted that the marginalization of PhD holders and their inability to perform duties commensurate with their scientific and professional qualifications have negatively impacted public policies and sectoral programs, causing “setbacks and imbalances” primarily attributed to “the adoption of limited approaches lacking a comprehensive scientific vision.” The PhD holders emphasized that they constitute “a fundamental pillar for any serious reform project,” and their exclusion from positions of responsibility and planning has “created a dangerous intellectual and structural void.”

The statement clarified that the competencies of PhD holders are not limited to theoretical scientific research but also extend to the ability to “establish the foundations of modern administration based on sound scientific principles and applied theories, ensuring precise planning, efficient management, and accurate responsiveness to sustainable development requirements.”


Demands for Legal Framework Change and Human Capital Valorization

The statement indicated that the Basic Law of the Civil Service, established in 1958, has not kept pace with the profound transformations in higher education, particularly the adoption of the doctoral system in Morocco in 1997. This has led to “a structural imbalance characterized by the absence of an appropriate framework that accommodates highly qualified professionals.” The committee believes that continued disregard for this imbalance hinders the utilization of PhD holders’ expertise in improving public performance, necessitating a reform of the legal system to align with modern academic and scientific developments.

In concluding its statement, the National Committee reiterated its demand for the reclassification of PhD holders to “research professors,” which would achieve justice and fairness, aligning with the state’s directives towards rationalizing public management and valuing highly qualified human capital. The committee affirmed its readiness to defend the rights of employed PhD holders “by all possible means,” calling on all its members to prepare for “all legitimate forms of struggle” to achieve their demands, which include framework change and granting the doctoral degree and its holders the status they deserve.
