Professional Association Sends Letter to Transport Minister Regarding New ‘Question Bank’ for Driving Test, Deeming It a Threat to the Principle of Equal Opportunities

On Tuesday, May 7, 2025, the National Association of Driving Schools and Road Safety Training Centers sent a letter to the Minister of Transport and Logistics, expressing their strong opposition to the newly implemented ‘Question Bank for the theoretical driving test.’ The association described it as ‘an unjust and unfair procedure.’

In their letter, the association explained that this new system, which was introduced without consulting professional stakeholders, does not take into account the trainees’ particularities, educational levels, and cultural backgrounds. They argued that it creates discrimination among candidates and undermines the principle of equal opportunities.

The association raised several concerns about the current system, including:

  • The lack of involvement of professionals in preparing the questions and determining how they are presented;
  • The absence of a gradual approach in framing the questions, making it difficult for many candidates to understand;
  • The failure to adapt the content to different educational and cultural levels;
  • The negative impact on the exam results, as the pass rate has dropped significantly;
  • The exclusion of private institutions from the right to participate in the development of the training system.

The association emphasized that driving schools, as a key player in training, have the right to be involved in preparing the questions and improving the testing process. They stressed the need for a participatory approach to any reform in the sector.

The letter concluded by requesting the Ministry of Transport to suspend the current question bank until professionals are involved in devising a new approach to the exams that ensures balance and fairness in evaluation.
