The Moroccan Network for Civil Youth Alliance has contacted the Mediator Institution, expressing its outrage over what it considers a systematic exclusion of university graduates and vocational training center students due to what it described as the “arbitrary age cap” in public sector recruitment exams, which is often set at 30 or 35 years old.
The network clarified in an urgent memorandum that this measure deprives thousands of young people holding higher education degrees from accessing public sector jobs, despite years of investment in their studies and training. It emphasized that linking employment to an age requirement only is a source of frustration and reinforces a loss of trust in state institutions.
The network considered that adopting such exclusionary conditions disregards competencies and represents a waste of human resources that the state has invested in training, creating an incomprehensible paradox, particularly in light of the continued presence of older officials in senior positions, while young people are deprived of opportunities to begin their professional careers.
The network stressed that this age cap contradicts the provisions of Article 31 of the Constitution, which upholds the principles of merit and equal opportunities, as well as Article 6, which enshrines the principle of non-discrimination. It also contradicts the Public Service Law, which sets the maximum age for recruitment at 45 years, as well as the basic regulations of several institutions.
The network also warned of other exclusionary practices, including the requirement for specific specializations in recruitment exams for the master’s degree, which excludes qualified graduates in related fields and undermines the principle of equal opportunities.
In its correspondence, the network called for a review of age cap decisions and urged the adoption of fairer and more inclusive criteria. It also called for dialogue with civil society organizations to find sustainable solutions to this issue.
The network concluded its letter by requesting a meeting with the Mediator Institution to provide further clarifications on this file, which it sees as detrimental to the future of a large segment of youth, demanding that they be allowed to compete for public sector jobs based on merit, not age.
