Fez, Sefrou, Taza, and Meknes Establish Local Health Committees: A Step Towards Enhancing Community Participation in Health Decisions

Fez – In a move aimed at fostering greater openness of primary healthcare institutions to their surrounding communities and promoting the contribution of citizens, civil society organizations, and institutional bodies in shaping public health decisions, the month of April 2025 witnessed the establishment of the first local health committees in the Urban Health Center Level 1 Ouislane in Meknes, the Rural Health Center Level 2 Oulad Tayeb in Fez, the Rural Health Center Level 2 Sanhaja in Sefrou, and the Urban Health Center Level 2 in Tahla.

The primary mission of these committees is to collaboratively work on developing areas of concern related to health affairs at the level of the communities served by the aforementioned health centers.

The inaugural meetings commenced with welcoming remarks, followed by presentations detailing the health situation in the concerned provinces and within the catchment areas of the respective health centers. These presentations provided a fertile ground for a comprehensive diagnosis of the health situation through the participation of all stakeholders, who expressed their responsible and serious commitment to moving forward in order to improve the health of the local population.

The establishment ceremonies were attended by several heads of departments and units, executives of the Regional Directorate of Health and Social Protection in the Fez-Meknes region, delegates of the Ministry of Health and Social Protection in the aforementioned provinces, heads of the health institution network departments in Taza, Fez, Al Hajeb, Meknes, and Sefrou, heads of health centers, representatives of civil society organizations, local authorities, and elected officials.

During these gatherings, the charter establishing the committees was signed, serving as a formal framework for activating community participation in identifying health priorities and formulating joint solutions aimed at improving the quality of health services at the local level.

It is worth noting that the creation of these committees falls within the context of implementing the provisions of the Framework Law No. 22-06 related to the national health system. This law stipulates the necessity of mobilizing and involving all citizens, public and private bodies, and civil society actors in the implementation of health policies, the prevention of risks, the improvement of the health situation, and ensuring healthcare for the population, as well as working on the social determinants that may hinder local health development. This initiative is guided by directives from central and regional departments with the aim of gradually activating local health committees to encompass the rest of the health institutions in the region.
