Morocco Moves Towards Regulating Pre-Hospital Medical Emergencies with New Draft Law

Rabat – The Minister of Health and Social Protection, Amine Tahraoui, has revealed that the ministry is currently working on drafting a law aimed at regulating pre-hospital medical emergency services. This announcement came during a question and answer session in the House of Councillors, in response to a query from the Socialist-Opposition Ittihadie group regarding the state of emergency departments in regional hospitals.

The primary objective of this draft law is to enhance coordination among the various stakeholders involved in emergency interventions, including civil protection and territorial collectivities, and to ensure effective communication between emergency call centers. The ministry is also striving to strengthen urgent medical aid services to guarantee a rapid response to citizens’ calls via the free number 141, with the aim of improving the quality of initial medical interventions before reaching the hospital.

Currently, the public sector has 155 emergency reception services, distributed according to their reference levels as follows:

  • 100 basic hospital medical emergency services at the level of local and provincial hospitals.
  • 24 comprehensive hospital medical emergency services at the level of regional and university hospitals.
  • 31 specialized hospital medical emergency services.

These services recorded over 6 million urgent consultations in 2024, highlighting the increasing pressure they face. To address this growing demand, the ministry has established 110 local medical emergency units, in addition to supporting urgent medical aid services.

Despite these efforts, some regional emergency departments continue to face numerous challenges, most notably a shortage of specialized medical and nursing staff, an increase in the number of consultations exceeding capacity, as well as a constant need to renew medical equipment and expand reception infrastructure.

In this context, the ministry intends to launch support programs for these services, which include the rehabilitation of reception units according to a national reference guide, the creation of triage rooms, the improvement of reception and hospitalization services, as well as the establishment and equipping of new local medical emergency units, with the aim of alleviating pressure on regional hospitals.
