Ministry of Health Workshop / New Reforms to Bring Healthcare Closer to Citizens and Support Health Professionals

On Wednesday, April 30, 2025, in the city of Salé, the Minister of Health and Social Protection, Mr. Amine Tahraoui, chaired a workshop focused on tracking the progress of projects and reform initiatives aimed at modernizing the national healthcare system. According to a press release from the Ministry of Health, the workshop aimed to evaluate the pace of project implementation and accelerate progress, with a particular focus on enhancing and motivating the human resources in the health sector, as well as outlining the roadmap for implementing the Territorial Health Groups (GHTs) project.

This meeting is part of the ongoing health and social protection reform efforts in Morocco, in line with the High Royal Directives calling for the establishment of a strong, equitable, and inclusive national healthcare system. Held over two days (April 29–30), the workshop brought together regional health directors and university hospital directors to strengthen coordination and speed up reform implementation at the territorial level, the Ministry stated.

The workshop was an opportunity to assess the progress made in advancing the major reform programs, particularly regarding the enhancement and motivation of the sector’s human capital. It also reviewed the management of human resources and the achievements in this area, emphasizing the importance of improving the national health map and enhancing training and incentive mechanisms to ensure a fair and equitable distribution of qualified personnel across all regions of the Kingdom.

The meeting also featured a review of the outcomes of the sectoral social dialogue between the Ministry and trade unions. This dialogue led to agreements aimed at improving the professional and financial conditions of health workers, which have already had a significantly positive impact. The Ministry reaffirmed its strong commitment to social dialogue as a strategic pillar for maintaining labor peace in the sector.

As part of the ongoing implementation of the health sector’s major reforms, the Ministry reviewed progress on the rollout of Law No. 08.22 concerning the establishment of Territorial Health Groups (GHTs) and presented the adopted vision for executing this strategic initiative. The new management model aims to strengthen governance at the territorial level, enhance administrative and financial autonomy, bring health services closer to citizens, and reduce disparities in access between regions.

It was announced that the Tangier-Tetouan-Al Hoceima region has been selected as a pilot for launching the Territorial Health Groups project, with plans to gradually expand it to all regions of the Kingdom. This phased rollout is designed to ensure smooth and effective implementation of this vital structural reform, as emphasized by the Ministry.

The Ministry also highlighted the key role and active participation of all health professionals, both at the central and regional levels, in ensuring the success of this strategic transformation. In conclusion, the Ministry reaffirmed its commitment to continuing its work through an inclusive and participatory approach to ensure the successful implementation of this ambitious reform—one that places citizens’ health at the forefront of national priorities, according to the press release.
