Laws, Agreements, and High-Level Appointments: Government Spokesperson Baitas Reveals Details of Akhannouch’s Cabinet Meeting (Video)

The Government Council convened on Thursday, March 13, 2025, under the chairmanship of Aziz Akhannouch. The meeting focused on a sectoral presentation, discussions on draft laws and international agreements, as well as appointments to high-ranking positions in accordance with Article 92 of the Constitution.

The session began with a presentation by Mustafa Baitas, Minister Delegate to the Head of Government in charge of Relations with Parliament and Government Spokesperson. He provided an overview of the government’s legislative performance in Parliament during the October 2024-2025 session, emphasizing the government’s commitment to strengthening cooperation with the legislative institution while respecting the principle of separation of powers.

According to the report, Parliament approved a total of 36 laws during this session, while the government’s response rate to written parliamentary questions reached 63.48%.

Legal Developments

The Government Council approved several draft decrees, including:

  • Draft Decree No. 2.25.149 on the expansion of the Kénitra Industrial Acceleration Zone, increasing its total area to 598.67 hectares, thereby enhancing its capacity to attract investors.
  • Draft Decree No. 2.25.150 concerning the expansion of the Tangier Tech Free Export Zone, which will now cover 493.95 hectares, aimed at bolstering the industrial sector in the Tangier-Tetouan-Al Hoceima region.

International Agreements & High-Level Appointments

In addition to discussing decrees and laws, the Government Council deliberated on a series of international agreements designed to strengthen cooperation with external partners. The council also reviewed proposals for appointments to senior positions in accordance with constitutional provisions.

This meeting aligns with the government’s broader efforts to boost economic dynamism through industrial infrastructure development, enhanced parliamentary cooperation, and more effective engagement with legislative initiatives—all contributing to Morocco’s overall development trajectory.
