Fez News has learned that the Fez-Meknes Regional Council is preparing to approve a significant partnership agreement with the Moulay Yacoub Provincial Council, aimed at contributing to the financing of infrastructure and development projects in the region during the March 2025 session. This agreement is part of the region’s efforts to enhance basic infrastructure and reduce the isolation of remote areas in the Moulay Yacoub province.
The agreement includes funding for two main projects. The first involves the development of certain roads in the Ain Bouali commune, with a total cost of 1,800,000 dirhams, fully funded by the regional council. The second project focuses on the development of roads in the Oulad Maimoun commune, with a total cost of 1,000,000 dirhams, also fully covered by the regional council. Thus, the total financial contribution of the region under this agreement amounts to 2,800,000 dirhams.
The agreement outlines clear obligations for the contracting parties. The Fez-Meknes Regional Council is committed to allocating the specified financial budget, while the Moulay Yacoub Provincial Council pledges to disburse the funds according to the outlined objectives and assumes full responsibility for the project’s implementation and the maintenance of the facilities after completion.
The Moulay Yacoub Provincial Council is considered the project owner and is responsible for all its stages, including preparing periodic reports, provisional and final delivery of works, and ensuring the ongoing maintenance of the facilities.
To monitor the implementation of the agreement, a follow-up committee will be established under the supervision of the Wali (governor) of the Fez-Meknes region, comprising representatives from the signing partners. The agreement will come into effect immediately upon signing and will remain valid until the actual completion of the project.
In case of any disputes between the parties, the agreement includes provisions for amicable settlement. If this is not possible, the dispute will be referred to the relevant judicial authorities.
