In a recent judicial ruling, the Primary Felony Chamber responsible for financial crimes at the Court of Appeal in Fez issued a verdict on February 25, 2025, convicting Abdelmoumen Cherifi and Omar Ben Ismail on charges of embezzling public funds. Both individuals were sentenced to one year of enforceable imprisonment and a fine of 20,000 dirhams, while being acquitted of other charges. The court also ruled to acquit the other defendants—Noureddine El Abid, Salah Eddine El Moumni, Kamal El Kridat, and Belhaj Arwinb—and ordered the return of their bail amounts.
In the civil lawsuit, the court declined jurisdiction over the claims filed against some of the defendants, while ordering Cherifi and Ben Ismail to pay compensation of 200,000 dirhams to the Saïdia Territorial Community. It is worth noting that this case relates to financial and administrative violations during the tenure of Cherifi and Ben Ismail in managing the affairs of the Saïdia Territorial Community in the Berkane province.
This verdict is part of ongoing efforts to enhance transparency and combat corruption in public administration. It reflects the Moroccan judiciary’s commitment to applying the law to all officials without exception.
