Academic Seminar in Fez Discusses Juvenile Justice in Light of the New Criminal Procedure Law

On Friday, February 21, 2025, a scientific seminar titled “Juvenile Justice: A Reading in Light of Draft Law No. 23.03 on Criminal Procedure” was held at the Akdal District Hall in Fez. The event was organized by the Sais Center for Family and Childhood Protection, in partnership with the Akdal District Council.

The academic meeting featured a panel of renowned law and judiciary researchers who discussed recent developments related to juvenile justice under the new legal text and legal guarantees to protect minors within criminal procedures.

The seminar was moderated by:

  • Dr. Ibrahim Al-Ghandour, a researcher at the Faculty of Law in Fez.
  • Dr. Souad Tiali, a higher education professor at the Faculty of Law in Fez and president of Sais Center for Family and Childhood Protection.
  • Dr. Rafou Abdelatif, Ph.D. holder in Private Law and lawyer at Fes Bar Association.
  • Mr. Mohamed Bouchala, Ph.D. holder in Private Law.
  • Mr. Mehdi Al-Azzouni, Ph.D. holder in Private Law and lawyer at Fes Bar Association.
  • Ms. Samira Ben Idris Al-Omrani, Ph.D., an official at Ministry of Culture & Communication.
  • Ms Asmaa El-Aloui is visiting professor at British University College for Legal Sciences & Politics
  • Mr Mohamed Larfawi is doctoral student/researcher & lawyer with Fes Bar Association
    Mr Samir Chammal holds doctorate degree from law faculty as well being head clerk General Prosecution Office Primary Court Azrou

The seminar witnessed extensive discussions about key provisions introduced by draft law No 23/03 on criminal procedure—particularly those concerning litigation procedures specific to juveniles—and guarantees for fair trials for minors as well as alignment with relevant international conventions.

This scientific gathering comes within a series of legal activities aimed at discussing new legislative reforms while enhancing academic dialogue on human rights issues—especially regarding juvenile justice matters
