In the context of strengthening cooperation between local institutions and sports associations, the Commune of Moulay Yacoub and the Amal Yacoubi Football Association have signed a partnership agreement aimed at supporting sports activities and developing youth talents in the region. This agreement aligns with the royal directives that encourage enhancing cooperation between civil society organizations and elected councils, with the goal of promoting local development and revitalizing the sports environment.
Objectives of the Agreement:
The agreement aims to strengthen coordination and cooperation between the two parties in their respective areas of intervention, serving sports and elevating its level within the jurisdiction of the Commune of Moulay Yacoub. It also seeks to provide financial, administrative, and technical support to the association, in addition to making available the sports facilities within the commune to the association according to a schedule that takes into account other associations.
Duration of the Agreement:
The agreement spans three years, starting from 2024, and is automatically renewed unless one of the parties expresses their intention to terminate it by sending a registered letter two months before the expiration of the agreement.
Obligations of the Parties:
The Commune of Moulay Yacoub is committed to supporting the Amal Yacoubi football team with the necessary administrative, financial, and technical means, allocating an annual grant to manage the association and cover part of its expenses, in addition to supporting travel in accordance with established procedures. On its part, the Amal Yacoubi Football Association is committed to spending the allocated funds in areas related to the implementation of the team’s official sports program and submitting an annual report to the commune at the end of each year.
Monitoring and Coordination Committee:
A joint committee has been formed to monitor, coordinate, and implement the terms of the agreement, consisting of the president of the communal council or their representative, the president of the budget and financial affairs committee or their representative, the director of communal services or their representative, a representative from the office of economic, social, contractual, and sports affairs, and the president of the association or their representative.
Dispute Resolution:
In the event of a dispute between the concerned parties regarding any disagreements that may arise over the implementation of the terms of this agreement, the dispute will be resolved amicably by the monitoring committee mentioned in Article Four. If a resolution cannot be reached, the matter will be referred to arbitration by the Governor of Moulay Yacoub Province.
Entry into Force:
The agreement will enter into force immediately after being signed by both parties and endorsed by the Governor of Moulay Yacoub Province.
Amendment and Termination of the Agreement:
The agreement can be amended if the partners wish to preserve the public interest for which it was established. Additionally, either party may terminate the agreement under the conditions specified in the agreement.
This agreement represents an important step towards promoting local sports and supporting youth in the Moulay Yacoub region, contributing to the achievement of sports and social development goals in the area.
