Electric Scooters: New Legal Framework with Lingering Gaps

The government has approved a draft law regulating the use of electric scooters, which will be implemented after its imminent publication in the Official Gazette.

According to this legal text, it has been definitively established that this mode of transportation cannot be used by two people simultaneously, cannot exceed a speed of 25 km/h, and cannot be used to transport goods or packages. Additionally, it cannot be equipped for such purposes while traveling on public roads. In short, this is a minimalist draft law, though it remains subject to future amendments.

In terms of safety conditions while riding, the text does not address prohibitions related to respecting pedestrian crossings or the risks of accidents when weaving through cars. It also does not mention the use of electric scooters at night without adequate lighting or during heavy rainfall.

This long-awaited legal text, introduced after a prolonged period of hesitation, comes despite negative reactions to the electric scooter trend, which has been a major cause of the rise in accidents. It will enter the implementation phase once national security agents are familiarized with the new legislation and the articles concerning penalties.
