Controversial Intervention by MP Reem Chbat in Parliamentary Session

During a public session dedicated to oral questions, MP Reem Chbat raised a controversial point of order, expressing her strong condemnation over the violation of her broadcasting rights. She argued that the circumstances she faced were “blatant violations” of Article 10 of the Moroccan Constitution, emphasizing that the sign she was holding during the session was not visible in the live broadcast. She considered this omission a flagrant breach of her right to express herself.

In her sharp intervention, Chbat thanked the Minister of Interior for restoring the dignity of the legislative institution, considering it a significant step toward rectifying the current situation. However, what sparked further controversy was her fierce criticism of the decision by the Speaker of the House of Representatives to refer her case to the Ethics Committee, which she regarded as an infringement on constitutional provisions and an abuse of power.

Chbat explained that the actions taken by the Speaker were unconstitutional, arguing that the matter should have been referred to the office of the parliament, which was supposed to deliberate on it. Instead, the Speaker chose to direct the case to the Ethics Committee, which Chbat described as “a flagrant violation” of Articles 64 and 70 of the Constitution.

In her speech, Chbat also addressed the role of the Constitutional Court, stressing that monitoring constitutional violations is the exclusive jurisdiction of the court, which, after the King, is the primary guarantor of the implementation of the Constitution. She further highlighted that the matter had become a public issue, calling for greater caution and transparency in handling legal and political matters.
