During the oral questions session held on Tuesday, December 10, 2024, at the House of Representatives, Hicham Sabri, the newly appointed Secretary of State to the Minister of Economic Integration, Small Business, Employment, and Skills, delivered a comprehensive address on the government’s commitment to expanding social protection and enhancing economic inclusion across various sectors.
Sabri emphasized that the government prioritizes universal social protection for active segments of the population who currently lack access. He cited data from the High Commission for Planning, revealing that out of approximately 12.17 million active individuals in Morocco, around 10.59 million are employed in unregulated sectors. This contributes to precarious employment conditions and a lack of social security for a significant portion of the workforce.
He noted that one-third of Moroccan workers do not benefit from social protection, leaving them vulnerable to social and legal risks. The government is actively working to integrate these workers into the national social security system, which is considered a fundamental step toward providing them with stability and social security. Sabri underlined the importance of registering workers with the National Social Security Fund (CNSS), describing it as a fundamental right for all citizens to ensure safe and stable working conditions.
Sabri added that as of early 2024, only 4 million employees were registered with the CNSS, leaving 6 million citizens without basic social rights. He highlighted the urgent need for government and societal collaboration to enable these individuals to access social protection. He stressed that providing social protection is not merely a governmental objective but a fundamental right that every Moroccan should enjoy, particularly given the precarious situations many workers face in various sectors.
