On the sidelines of the annual International Bar Association (IBA) conference, which kicked off Thursday in Marrakech with the participation of thousands of lawyers from around the world, Hicham Sabri, Secretary of State in charge of Employment, made significant statements outlining the ministry’s approach to addressing current challenges in the national and international labor markets.
Sabri emphasized Morocco’s openness to global legal systems, noting the importance of drawing from both Anglo-Saxon and Germanic labor law traditions, especially in light of rapid changes brought about by digitization and technological development.
He pointed out that new employment models—including remote work and gig economy platforms—are still insufficiently regulated under current Moroccan labor laws. As such, he said, the ministry has been working on a legislative reform project aimed at modernizing the legal framework to keep pace with these shifts, in collaboration with relevant stakeholders.
In a concrete step toward this goal, Sabri announced the upcoming launch of a new national digital platform that will allow employees to confidentially file complaints related to labor law violations. The platform will ensure complete anonymity for complainants while requiring identification of the employer or company involved.
The platform will address a wide range of labor rights violations, including:
- Failure to register workers with social security
- Delayed wage payments
- Denial of annual leave
- Unsafe or non-compliant working conditions
All complaints will be reviewed by competent authorities using precise data related to the employer in question.
In addition to protecting workers, the platform will also offer valuable services for employers, including:
- Electronic issuance of the “Attestation 59” administrative certificate
- Digital labor contract registration
- Downloadable templates for internal regulations required for companies with more than 10 employees
Sabri concluded his remarks by emphasizing that this platform represents a major transformation in the relationship between employees and public institutions, reinforcing transparency and rights protection in the labor market. He affirmed the ministry’s commitment to gradually developing this project through a participatory approach grounded in digital transformation.
