Moroccan Government Approves Key Bills in Weekly Meeting

The Moroccan government held its weekly meeting on Thursday, April 3, 2025, under the chairmanship of Prime Minister Aziz Akhannouch, to discuss and approve several draft laws and make important decisions across various sectors.

Education Sector Reform

At the beginning of the meeting, the government approved Draft Law No. 59.21 concerning school education, presented by the Minister of National Education, Preschool, and Sports, Mohamed Saad Barada. This draft law aligns with royal directives and the Moroccan constitution, aiming to reform the education system in accordance with the 2015-2030 strategic vision. It seeks to reinforce compulsory education, reduce school dropouts, and establish a new school model based on equality and quality for all.

Establishment of the National Agency for Water and Forests

The Council also approved Draft Decree Law No. 2.25.302, presented by the Minister of Agriculture, Fisheries, Rural Development, and Water and Forests, Ahmed Bouari. This decree ensures the continuity of the National Agency for Water and Forests’ operations by integrating its seconded employees by January 2026 and amending certain provisions regarding its human resources.

Improving Retirement and Old-Age Pensions

The government approved Draft Decree No. 2.25.265, which sets the minimum amount for disability or old-age pensions provided by the National Social Security Fund. This decision is part of the social agreement signed between the government and labor unions on April 30, 2022, allowing insured individuals with at least 1,320 days of contributions to benefit from an old-age pension.

Judicial Cooperation Agreement with Malawi

The Council reviewed Draft Law No. 50.24, which approves the mutual legal assistance agreement in criminal matters between Morocco and the Republic of Malawi. This agreement aims to strengthen legal and judicial cooperation between the two countries based on national laws and international regulations.

Appointments to Senior Positions

The meeting concluded with the approval of several high-level appointments, including:

  • Rajae Mounir as Regional Inspector of Urban Planning, Architecture, and Land Development in the Béni Mellal-Khénifra region.
  • Zineb Benmoussa as Director of the National Agency for Public Infrastructure.

This meeting is part of the government’s ongoing efforts to implement major reforms across vital sectors, in line with Morocco’s strategic development objectives.
