Minister of Health Addresses Public-Private Healthcare Imbalance in Parliamentary Session

During the oral questions session on Monday, January 6, 2025, Minister of Health and Social Protection, Amine Tahraoui, faced numerous inquiries regarding the distribution of healthcare services between the public and private sectors in Morocco and its impact on healthcare equity.

One parliamentary member raised concerns about the role of the private sector in promoting healthcare equity and implementing the national healthcare map, emphasizing the uneven distribution of services across regions. In response, Minister Tahraoui acknowledged the significant challenge of enhancing the healthcare system through comprehensive collaboration between the public and private sectors. He highlighted that Framework Law 06-22 aims to improve the distribution of healthcare services based on regional healthcare maps, reducing disparities between urban centers and remote areas. He also emphasized the critical role the private sector plays in delivering essential care in both urban and rural settings.

The minister assured that the High Health Authority will oversee and regulate public-private partnerships to ensure fair and effective healthcare service delivery. He added that the government plans to establish a dedicated mechanism to manage these partnerships, guaranteeing integrated and comprehensive healthcare services for citizens.

Responding to another question, the minister noted that the private sector dominates most healthcare services in Morocco, with 95% of health insurance reimbursements directed toward private facilities. This imbalance negatively impacts the public sector, which struggles with resource shortages. A member of parliament highlighted that private clinics have assumed most medical responsibilities, increasing pressure on public hospitals.

Another pressing issue raised was the dual practice of doctors working in both public and private sectors. One MP criticized the trend of doctors leaving their posts in public hospitals to work privately, resulting in deteriorating service quality in the public sector. The MP also flagged the issue of undeclared incomes among private sector doctors, which poses tax compliance challenges and burdens citizens.

In conclusion, MPs expressed concern about the delay in issuing regulatory texts for the High Health Authority, noting that the authority has yet to begin its operations due to these delays. Minister Tahraoui reiterated the government’s commitment to addressing these challenges and ensuring that healthcare reforms achieve their intended goals.
