Cigarette prices in Morocco have seen a new increase at the beginning of 2025, as an increase in the Internal Consumption Tax (TIC) on tobacco products came into effect. The price increase for cigarette packs ranged between 0.5 and 2 dirhams, depending on the brand.
This increase comes as part of the tax reform that began implementation since the 2022 Finance Law, which aims to reduce disparities between different categories of cigarettes and achieve a balance between the prices of low-cost cigarettes and those of higher quality, while ensuring additional revenue for the state treasury.
According to the new prices approved by the committee for the approval of manufactured tobacco product prices, a pack of “Casa” cigarettes (black tobacco) will be sold at 29 dirhams, while more affluent smokers will pay 27 dirhams for a pack of “Chesterfield I”, compared to 25 dirhams in 2024. The price of “Camel Silver” has also increased to 35 dirhams, up from 34.5 dirhams. Prices of some brands like “Camel Yellow” remained stable at 34.5 dirhams.

The increases covered major brands, with “Gauloises” and “Marquise” from the Moroccan Tobacco Company seeing a one-dirham increase, while “L&M” and “Chesterfield” from Philip Morris International increased by two dirhams. Japan Tobacco International brands such as “Monte Carlo” and “LD” saw increases of two dirhams and one dirham respectively.
These increases aim to reduce tax disparities between different categories of cigarettes, especially low-cost products compared to smaller adjustments for premium brands.
The Internal Consumption Tax is set to continue increasing according to a defined schedule, rising from 100 dirhams in 2022 to 550 dirhams in 2026. The minimum tax perception will also increase, reaching 953 dirhams on the same date.
Although this price increase strategy is presented as a means to reduce tobacco consumption, its effects appear to be mixed. Despite successive increases, tobacco consumption has not decreased as expected, and some observers note an intensification of the parallel market.
It’s worth noting that tobacco tax remains an important source of revenue for the state. The committee responsible for price approval meets periodically to set tobacco selling prices in Morocco, contributing to the state budget funding while meeting fiscal and public health objectives.
