Minister Fatima Zahra Mansouri Highlights Progress and Future Plans for “Cities Without Slums” Program

During the oral questions session at the House of Representatives on Monday, January 6, 2025, Fatima Zahra Mansouri, Minister of National Territory Planning, Urban Development, Housing, and Urban Policy, emphasized the significant achievements of the “Cities Without Slums” program, launched in 2004. The program has improved the living conditions of over 360,000 families, with 61 cities and urban centers declared slum-free.

The minister revealed that more than 80,000 families are currently benefiting from housing units under construction. However, she acknowledged that challenges have hindered the program from achieving its ultimate goal. To address these issues, the government has adopted a new strategy for the 2024-2028 period, aiming to enhance living conditions for approximately 120,000 families.

The new approach is based on several principles, including the resettlement model, engaging the private sector by mobilizing housing units through calls for expressions of interest, and launching a housing support program as an additional funding mechanism.

Highlighting recent accomplishments, the minister noted that 22,643 families out of 33,300 in Skhirat province have benefited from resettlement. In Casablanca, which accounts for around 50% of slum-dwelling families, an agreement was signed in July 2024 to rehouse 62,000 families. So far, 2,600 families have been relocated, with ongoing efforts to resettle 6,500 more.

Efforts are also underway to rehouse 7,000 families in Benslimane and 30,000 families in Marrakech. The minister credited collaboration with the Ministry of Interior for accelerating progress, with the annual rehousing rate increasing from 6,200 families between 2018 and 2021 to 18,155 under the current government.

Concluding her remarks, the minister expressed hope that the government would achieve the program’s ultimate goal of eradicating slums within the next four years, calling it a national achievement that all Moroccans aspire to realize.
