Morocco Strengthens Efforts in Combating Tax Evasion and Achieves Tangible Results

Minister of Economy and Finance, Nadia Fettah, revealed that Morocco has successfully generated revenue of 1.3 billion dirhams for the state budget through the implementation of a withholding tax system on bonuses paid to third parties. The minister confirmed that this measure is part of a series of initiatives aimed at combating tax evasion and limiting the phenomenon of fake invoices.

In response to a parliamentary question about efforts to combat tax evasion, Fettah explained that the General Tax Administration has strengthened its actions in recent years to address these practices, while striving to achieve equality among economic actors and promote a culture of corporate citizenship.

Among the key measures implemented, the minister pointed to those included in the 2023 Finance Law, including the creation of a special register for inactive companies that have not fulfilled their tax obligations during the last three fiscal years. The law also stipulates that no tax deduction will be accepted for invoices issued by these inactive companies.

Regarding the 2024 Finance Law, Fettah disclosed the introduction of new measures concerning value-added tax (VAT), such as withholding VAT at source for transactions carried out by suppliers of goods, development companies, and service providers subject to this tax. The principle of solidarity concerning VAT was also applied, whereby any person responsible for the financial or administrative management of a company becomes obligated to pay the due tax, penalties, and related interest.

The minister indicated that tax revenues recorded an increase of 13.8% by the end of September 2024 compared to the previous year, emphasizing that this performance is the result of reforms introduced by finance laws in recent years. These reforms have led to a qualitative change based on the principle of withholding at source and combating tax evasion mechanisms.

Fettah confirmed that the implementation of the VAT withholding system, introduced under the 2024 Finance Law, has generated revenues exceeding 315 million dirhams in just two months since its application in July.

In conclusion, the minister stressed that combating tax evasion requires the mobilization of all stakeholders, noting that the tax measures taken are only part of the comprehensive system that all parties concerned with this issue must adopt.
