Researchers in Fes called for a more inclusive approach to public governance during an international conference organized by the Euro-Mediterranean University of Fes (UEMF) on Wednesday.
In a context marked by increasing social, economic, and environmental challenges, participants emphasized the importance of bringing together all relevant actors to develop effective and sustainable public policies.
During the meeting, themed “Regulation and Governance of Public Action in the Face of Social Complexity,” Abderrahmane Haddad, Director of the EuroMed Institute of Legal and Political Sciences, highlighted the dual dimension of this issue: a scientific dimension rooted in a long tradition of reflection on the role of public actors since antiquity, and a practical dimension in light of the contemporary challenges faced by states, including Morocco.
Haddad stressed the necessity of adopting an inclusive approach to public governance that involves not only the state but also local authorities, public institutions, civil society, and the private sector. He noted that this expanded vision of governance places each actor before their responsibilities, from individual citizens to public institutions.
In a statement to the Moroccan News Agency (MAP), Jamal Hattabi, President of the Moroccan Association of Public Policies, highlighted the importance of this international conference in the context of current reflections on public policies.
Hattabi explained that this event is part of a broader program that the association has been developing for some time, aimed at encouraging deep reflection on public policies and their complexity through the various involved actors.
He pointed out that the efficiency of public action depends not only on the effectiveness of individual actors but also on resolving issues arising from divergences among these actors.
“Convergence and coordination among different stakeholders are essential for public policies to achieve their objectives and ensure sustainable and equitable development,” he asserted.
In a similar statement, Sebastian Vagt, Director of the Friedrich Naumann Foundation-Morocco, raised the practical dimension of the conference by addressing the concrete challenges currently facing Morocco.
He specifically mentioned migration, energy transition, the reconstruction of Al Haouz, and water stress as examples of issues requiring in-depth analysis of public policies.
This event, taking place on November 20 and 21, 2024, is the result of collaboration between the Moroccan Association of Public Policies, the Euro-Mediterranean University, the EuroMed Institute of Legal and Political Sciences, and the Friedrich Naumann Foundation-Morocco.
According to the organizers, this conference is expected to serve as a vital platform for exchange and reflection on the future of public governance in Morocco. It aims to produce concrete recommendations for policymakers while contributing to enriching the academic debate on these fundamental issues.
