On July 8, 2024, the Moroccan House of Representatives approved a bill proposing changes and additions to some provisions of the Royal Decree No. 1.58.008 issued on Sha’ban 4, 1377 (February 24, 1958) regarding the General Statute of the Civil Service.
Key amendments included in this proposal are:
- Extension of sick leave period: The total duration of medium-term sick leave may not exceed three years.
- Granting long-term sick leave: Up to five years for employees suffering from serious illnesses such as cancer, leprosy, AIDS, quadriplegia, vital organ transplantation, chronic psychosis, and severe neurological disorders.
- Defining disciplinary sanctions applicable to employees, ranked by severity as follows: warning, reprimand, removal from the promotion list, demotion in rank, regression in grade, and dismissal.
- New procedures for work abandonment: The head of administration sends a warning to the employee accused of leaving their position, demanding they resume work. If the employee does not return to work within 60 days, dismissal penalty is applied.
This law will come into effect from the date of its publication in the Official Gazette, leading to significant changes in the organization of civil service in the Kingdom of Morocco.
