The General Delegation for Prison Administration and Reintegration celebrated its 16th anniversary yesterday, Monday, by organizing a ceremony to mark this anniversary at the Ain Sebaa Reform and Rehabilitation Center in Casablanca.
This is the speech of Mr. Mohamed Saleh Tamek, the Delegate General for Prison Administration and Reintegration, at the central ceremony marking the 16th anniversary of the establishment of the General Delegation for Prison Administration and Reintegration, which was hosted by the National Training Center for Staff in Tifelt.

Ladies and gentlemen,
It is my great honor to welcome you all and express my sincere thanks and gratitude for your presence and participation in this celebration marking the 16th anniversary of the creation of the General Delegation for Prison Administration and Reintegration.
This distinguished occasion goes beyond the dimensions of celebrating an anniversary to become an annual event to commemorate the sacrifices and efforts of the employees of this security and reform sector, and a renewed appointment to evaluate the achievements and gains made and to look forward to future projects aimed at continuing to upgrade the prison administration and reintegration sector and improve its performance.
Ladies and gentlemen,
Last year ended with the alarming increase in the number of prison inmates, which has exceeded 100,000 since last August, with the negative consequences of this situation on detention conditions, security and rehabilitation programs, in addition to increasing the pressure on staff in performing their daily tasks, especially at the level of managing the basic services provided to prisoners and maintaining security and order in prisons, which makes the work of this category of state employees a task of exceptional sensitivity and completely different from what is the case in other public functions, as it is carried out in a closed area and within the framework of the constant movement that prisons experience throughout the days of the week and during national and religious holidays, with the resulting psychological pressures and physical exhaustion of the staff, in addition to the physical and verbal attacks they are subjected to as a result of their contact with individuals in conflict with the law in various situations and inclinations.
Ladies and gentlemen,
The various challenges facing the General Delegation have not prevented it from continuing its efforts to improve the conditions of prisons, based on its belief that serving the nation is an honor to be proud of and a commitment to be fulfilled no matter the circumstances. Therefore, the General Delegation has been keen to harness all the human and material resources available to it to carry out its tasks in accordance with an integrated vision translated by the strategic plan for the period 2022-2026, which includes ambitious programs and projects aimed at humanizing detention conditions, developing rehabilitation programs for reintegration, strengthening security and safety in prisons, and developing the organizational capacities of management.
And thanks to their constant involvement, the General Delegation has been able to implement this plan and achieve new achievements and gains that fall within all the axes of this strategic plan.
At the level of humanizing detention conditions, the General Delegation’s efforts have focused on addressing the problem of overcrowding by implementing its program to modernize the prison fleet and strengthen its capacity, continuing renovation and rehabilitation work in many prisons, strengthening the equipment of prisons with mattresses and blankets, and improving cleaning, maintenance and food services, as well as addressing the problem of connecting prisons to sewage networks and creating wastewater treatment plants in some prisons.
As for health care, work has been done to strengthen medical services with a focus on their effectiveness and efficiency in providing them to prisoners, in the framework of implementing the national strategy for health in the prison environment for the period 2022-2026. Modern medical units have also been opened in new prisons, medical examination rooms have been created, old clinics have been renovated, and additional blood filtration units have been created in many prisons, in addition to strengthening the equipment of all units and acquiring medical equipment and securing the necessary medicines, expanding the ambulance fleet and generalizing digital platforms for remote medical consultations in prisons, which has helped to mitigate the shortage of medical staff in light of the reluctance of doctors to work in prisons despite the allocation of annual financial positions for this category of staff.
And because prison work intersects in its foundations with human rights principles, the General Delegation has been keen to continue to integrate the human rights dimension into all the services provided to prisoners and to establish a professional culture based on balancing security challenges and human rights requirements, by organizing training courses for prison staff in the field of human rights and the prevention of torture in partnership with the actors active in this field, especially the National Council for Human Rights, with which cooperation is strengthened through the visits made by its regional committees and the national mechanism
The 29th of April of each year will remain a symbol of the values of solidarity, sacrifice, and selflessness, and a source of pride and glory for all those who belong to this sector. It is a day to renew the commitment to sacrifice everything in order to ensure that the sector fulfills its missions to the fullest extent and to repel desperate attempts to undermine its reputation.
We commend the efforts of the officials, staff, and employees at the central level, prisons, and training centers, who are dedicated and work with great devotion and responsibility to advance this sector and give it the place it deserves within the security sectors of our country. We emphasize the importance and necessity of everyone’s involvement in order to consolidate the gains made and achieve the desired reform goals.
Therefore, we call on all employees to have more self-confidence and pride in belonging to this sector, and to work side by side to continue building a positive image for this sector and strengthen its contribution to safeguarding the nation’s security, the rule of law, and the consolidation of human rights values. It is necessary to avoid anything that could harm unity or violate the established standards in order to preserve the reputation of employees, appreciate their sacrifices, and give them the status befitting the nobility and sublimity of the mission they carry out in society.
We also emphasize on this occasion that the gains achieved by this security and reform institution and the positive image it has come to enjoy on both regional and international levels are too strong and too high to be affected by some isolated shameful behaviors and actions issued by a few voices that have not been involved and have not yet absorbed the dynamics of change that this sector is experiencing.
Ladies and gentlemen,
We renew our thanks to you for attending this ceremony and assure you and all the partners of the General Delegation of our determination to continue openness and communication and to strengthen cooperation and partnership relations to meet the security, reform, human rights, and social challenges of our country.
On this occasion, I raise, on my behalf and on behalf of all the staff and employees of the sector, a telegram of loyalty and allegiance to His Majesty King Mohammed VI, may God grant him victory and support.
May God guide us all to what is best for our country, and may God keep our Sovereign as a support and refuge for this nation, and protect him as He has protected the wise reminder, and may He satisfy the noble eye of His Majesty with the beloved Crown Prince, His Royal Highness Prince Moulay Hassan, and strengthen his support with his happy son, His Royal Highness Prince Moulay Rachid, and all members of the Sharifian Royal Family.
