Will Bank Al-Maghrib’s Cryptocurrency Regulation Be Unveiled at Gitex Africa Morocco?

Speculation is mounting about the possibility that Bank Al-Maghrib (BAM) will unveil its regulation on the use of cryptocurrencies and blockchain technology in Morocco during the upcoming Gitex Africa Morocco event.

In an interview with Chakib Achour, representative of Kaoun International, the organizer of Gitex Africa Morocco, an interesting lead emerged. Discussing ongoing technological advancements, Achour stated, “Morocco is also actively developing this sector [tech], as a new regulation is likely to be announced by the Central Bank during Gitex Africa.”

Chakib Achour, former ICT ambassador for Huawei and currently working for Dubai World Trade Center, also specified, “Moreover, the Central Bank will be present in the fintech section of this year’s Gitex Africa 2025, the 3rd edition,” he affirmed.

When questioned about this presence, BAM’s communication services confirmed the institution’s participation, while remaining tight-lipped about any potential announcements, thus fueling the suspense surrounding this hot topic.

It is worth recalling that during the last board meeting of 2024, held on December 17, Abdellatif Jouahri, Governor of BAM, mentioned a legal framework being adopted to regulate crypto-assets in Morocco. “We wanted to regulate the use of crypto-assets without hindering the innovation that can emerge from this ecosystem,” he emphasized during the press conference following the meeting.

Jouahri highlighted that this regulatory project benefits from technical support from the International Monetary Fund (IMF) and the World Bank. The stated objective is to balance two major imperatives: ensuring a secure and regulated environment while allowing room for innovation in the field of financial technologies.

On another subject, Chakib Achour also announced a new large-scale event, the “World Advanced Manufacturing Logistics.” Initiated by Kaoun International, this event is scheduled for late October in Casablanca and will highlight Morocco’s leadership in industry and logistics. According to Achour, this event is intended to rank among the five or six largest global events in this field.

The organizer indicated that they are collaborating with several major players such as the Ministry of Industry and Commerce, the General Confederation of Moroccan Enterprises (CGEM), and the Moroccan Investment and Export Development Agency (AMDIE), to ensure the success of this promising initiative.

It is important to note that cryptocurrencies were strictly prohibited in Morocco by Bank Al-Maghrib. However, this position has evolved with the launch of a regulatory process, which is now eagerly awaited to regulate their use while supporting innovation in this promising ecosystem.
