Who is Mohamed Al-Habib Belkouch, appointed by King Mohammed VI as the Minister Delegate in charge of Human Rights?

On Friday, March 28, 2025, the Royal Court announced the appointment of Mr. Mohamed Al-Habib Belkouch as the Minister Delegate in charge of Human Rights, as part of ongoing efforts to strengthen the human rights framework in Morocco and equip national institutions with the necessary expertise to carry out their constitutional tasks, in light of national and international challenges in this field.

A Distinguished Career in Human Rights

Born in 1954 in the city of El Jadida, Mr. Mohamed Al-Habib Belkouch is a renowned expert in the field of human rights and an advisor to numerous national and international bodies. He has accumulated extensive experience in this area through various prominent positions, including:

  • Former member of the National Human Rights Council.
  • Head of the Center for Human Rights and Democracy Studies.
  • Human rights advisor to several national and international institutions.
  • Expert advisor to the Minister of Human Rights between 1998 and 2000.
  • Director of the Documentation, Information, and Training Center on Human Rights (2000-2005), a center established in partnership with the United Nations.
  • Director of the Migration Program for the Euro-Mediterranean Human Rights Network (2005-2006).
  • National Coordinator for international cooperation projects in human rights.
  • Coordinator of the UNESCO Arab Network for research and action on economic, social, and cultural rights.

Contributions to the Development of Human Rights

In addition to his leadership roles, Mr. Belkouch played a central role in preparing and coordinating national and international reports submitted to international committees and relevant bodies.
