His Majesty King Mohammed VI has appointed Mrs. Rahma Bourkia as President of the Higher Council for Education, Training, and Scientific Research, in recognition of her distinguished academic career and significant contributions in the fields of education, scientific research, and educational evaluation.

Born in Khémisset in 1949, Rahma Bourkia is one of Morocco’s most prominent academics and researchers in the field of sociology and human studies. She has held several prestigious scientific and administrative positions and was the first woman to lead a university in Morocco, serving as the President of Hassan II University in Mohammedia. She also contributed to the reform of Morocco’s family law through her membership in the Royal Commission for the Reform of the Family Code.

Bourkia earned her Bachelor’s degree in Sociology from Mohammed V University in Rabat and pursued her postgraduate studies at the University of Manchester in the United Kingdom, specializing in social and developmental research. She worked as a professor of higher education and contributed to mentoring generations of students and researchers. Additionally, she has been involved in many national and international academic associations and bodies.

She has held various positions, including: Professor of Higher Education, President of Hassan II University in Mohammedia, Dean of the Faculty of Arts and Humanities at the same university in 2002, Director of the National Evaluation Body at the Higher Council for Education in 2014, and Head of the Rural Sociology and Development Research and Training Unit at Mohammed V University between 1997 and 2001. She has also been a member of the National Commission for the Accreditation and Evaluation of Programs at the Ministry of Higher Education, the Royal Advisory Committee for Reviewing Family Law, and the Advisory Board of the King Abdulaziz Al Saud Foundation for Islamic Studies and Human Sciences.

Rahma Bourkia has received several prestigious international awards, including the Malcolm Kerr Award for Best Doctorate in Maghreb and Middle Eastern Studies in 1988, granted by the American Society for Maghreb and Middle Eastern Studies. She also received honorary doctorates from Indiana University (USA), the University of Liège (Belgium), and Paris Ouest Nanterre La Défense University (France).

She is known for being one of the pioneering Moroccan women who dedicated their efforts to enhancing the role of women in society. She has emphasized that improving the status of Arab women is a collective responsibility. She highlighted this issue in her publications and scientific presentations, stressing the need to change the stereotypical image of women in the Arab world, especially in developing countries.
