The Moroccan Government Council approved a draft decree on Thursday, March 20, 2025, aimed at updating procedures related to conciliatory and penal fines in the Road Traffic Code. This move is part of efforts to align administrative practices with the legal framework governing traffic offenses, as amended by Law No. 116.14.
Minister Delegate Mustapha Baitas explained that the amendments will facilitate the process for offenders to retrieve their driving licenses, vehicle registration certificates, or ownership documents from the relevant authorities. The decree also allows for the seizure of vehicle ownership documents, similar to driving licenses and registration certificates, with a 30-day deadline for their return upon payment of fines.
Furthermore, the decree aligns its provisions with Law No. 103.14, which established the National Road Safety Agency, by replacing the Ministry of Equipment and Transport with the agency in certain articles of the law.
Additionally, the Government Council deferred another decree related to maritime investigations involving fishing vessels to further refine its content.
