Morocco has reaffirmed its position as one of the most stable and secure countries, topping the list of nations least affected by terrorism, according to the 2025 Global Terrorism Index published by the Institute for Economics and Peace.

The Kingdom scored zero on the index, remaining the only country in North Africa to enjoy this level of security despite the increasing threats facing the region. The report also showed a significant improvement in Morocco’s global ranking, climbing six spots from last year to 100th place, reflecting the success of its proactive and comprehensive security approach in countering terrorist challenges.

This achievement in combating terrorist threats goes beyond just security measures. It also includes the adoption of preventive policies, enhanced international cooperation, as well as programs to fight extremism and reintegrate individuals into society. This approach highlights its effectiveness in fortifying Moroccan society against any attempts to undermine its stability.

In contrast to Morocco’s success, some neighboring countries still face rising terrorist threats. Egypt dropped to 29th place globally, with regions like Sinai experiencing sporadic terrorist operations despite intensive security efforts. Algeria ranked 42nd, facing ongoing security challenges in its southern regions and borders with the Sahel countries. Meanwhile, Tunisia and Libya ranked much lower, reflecting continued threats in these countries.

On a global scale, the Terrorism Index report noted that terrorism remains a significant challenge in several regions, particularly in the African Sahel, which recorded the highest number of deaths from terrorist operations. Burkina Faso topped the list of the most affected countries.

Morocco continues to implement strict security policies and announced in November 2024 that it had dismantled over 200 terrorist cells since 2002. Notably, nine cells were dismantled this year alone, and 33 individuals were arrested across various Moroccan cities. These efforts also involve monitoring suspicious activities within the country, with 32 individuals referred to the judiciary this year on suspicion of involvement in terrorism-related cases, while other cells were dismantled by the BCIJ and DST.

In addition to external threats from extremist groups, the risk of local recruitment to carry out attacks within Morocco is rising, especially as security conditions deteriorate in neighboring countries. This threat is exemplified by the increased activity of groups like ISIS, which seeks to expand its influence in the region, targeting Morocco as part of its expansionist strategy.

Despite these challenges, Morocco continues to enhance its security apparatus with advanced mechanisms and expanded international cooperation in the fight against terrorism. Security officials affirm that the Kingdom will not hesitate to confront any threats to its internal security, reflecting a firm determination to maintain stability and security amid the volatile regional environment.

In conclusion, Morocco remains a model in the region for combating terrorism and extremism, proving once again that it is a point of stability in an area plagued by multiple threats. Despite growing challenges, the Kingdom continues to strengthen its security forces to remain a haven of peace in the Sahel-Saharan region.
