The Planning Commission records the highest poverty rates in the Fes Meknes region: An alarming economic reality that calls for intervention

The High Commission for Planning reported in a recent note that the absolute poverty rate in Morocco recorded a general decrease between 2014 and 2022, moving from 4.8% to 3.9%, after reaching only 1.7% in 2019, and the rural center witnessed the same trend, with the poverty rate falling from 9.5% in 2014 to 6.9% in 2022.

In contrast, the urban center recorded a slight increase in the poverty rate, moving from 1.6% in 2014 to 2.2% in 2022, as the total number of poor people at the national level in 2022 amounted to about 1.42 million people, including 512,000 in the urban center and 906,000 in the rural center.

Poverty by region

Five regions recorded poverty rates above the national average of 3.9%:

Fez-Meknes region: 9%
Guelmim-Oued Noun region: 7.6%
Beni Mellal-Khneifra region: 6.6%
Draa-Tafilalet region: 4.9%
East region: 4.2%

Rising rates of economic vulnerability

The economic vulnerability rate, which reflects the risk of falling into poverty, increased slightly from 12.5% in 2014 to 12.9% in 2022, after reaching 7.3% in 2019. In rural areas, the vulnerability rate remained almost stable at 19.2% compared to 19.4% in 2014, while in urban areas it increased from 7.9% to 9.5% during the same period.

The number of economically vulnerable people in 2022 amounted to about 4.75 million, including 2.24 million in urban areas and 2.51 million in rural areas, and this phenomenon has become increasingly concentrated in urban areas, with urban residents accounting for about 47.2% of the total number of people in a vulnerable situation, compared to 36% in 2014.

Decline in multidimensional poverty

Multidimensional poverty, which takes into account additional factors such as health, education, and standard of living, recorded a notable decline from 9.1% in 2014 to 5.7% in 2022. This decline was most pronounced in rural areas, where the rate fell from 19.4% to 11.2%, while in urban areas it increased slightly from 2.2% to 2.6%.

At the regional level, the highest multidimensional poverty rates were recorded in:

Beni Mellal-Khneifra region: 11.6%
Fez-Meknes region: 10.4%
These two regions account for nearly 40% of the population living in multidimensional poverty.

The role of social policies

The delegation attributed this decline in poverty to social policies that targeted poor groups, allowing these groups to benefit from the fruits of growth. On the other hand, the report showed the worsening of the Gini index, which measures social disparities, in addition to the modest development of the standard of living of the middle class, highlighting the need to adopt redistribution policies aimed at this group to reduce disparities.

The High Commission for Planning carried out this national research between March 2022 and March 2023, covering a sample of 18,000 households representing various socio-economic groups in all regions of Morocco. The research provides an updated view of the socio-economic dynamics that characterize Moroccan society, after the last similar research conducted in 2014 and a partial one in 2019.
