On January 28 and 29, 2025, the Director-General of National Security and Territorial Surveillance, Abdelatif Hammouchi, visited Madrid at the invitation of his Spanish counterpart, leading a high-level security delegation. The visit included a series of bilateral and trilateral meetings aimed at expanding security cooperation between Morocco, Spain, and Germany.
The visit began with a one-on-one meeting between Hammouchi and his Spanish counterpart, during which the two sides discussed ways to enhance cooperation in combating terrorism, extremism, and transnational crime. The discussions focused on the fight against illegal immigration, drug trafficking, tech-related crimes, as well as sports crimes and digital security.
The effectiveness of joint operations between the two countries’ security services was also evaluated, with an emphasis on addressing threats from terrorist groups. Both parties reaffirmed the importance of expanding cooperation to address common challenges and the growing risks to national security.
Following the bilateral talks, experts from both countries held several technical meetings to solidify cooperation in areas such as counterterrorism, sharing information on new threats, enhancing cooperation in criminal investigations, and addressing human trafficking and drug smuggling. They also discussed coordinated efforts in cybersecurity.
The highlight of the visit was the trilateral security meeting, which brought together the Director-General of Moroccan National Security, the Director of the Spanish National Police, and the Head of the German Federal Police. The meeting focused on cross-border issues such as human trafficking, drug smuggling, and cyberattacks.
The three countries exchanged experiences on ensuring security at major sporting events, specifically the 2030 FIFA World Cup, which Morocco and Spain, in collaboration with Portugal, are preparing to host.
The meeting resulted in a shared understanding between the three parties on the need to strengthen joint security coordination, especially in tackling new threats related to economic crimes, money laundering, and the growing wave of cyberattacks in the region and globally.
This visit is of great significance within the context of the growing security cooperation between Morocco, Spain, and Germany in facing complex security challenges that require coordinated and advanced strategies.
