Government Spokesperson Mustafa Baitas Briefs on 2024 Budget Results and Key Government Decisions

In the press briefing following the government council meeting on Thursday, January 9, 2025, Mustafa Baitas, the official government spokesperson, reviewed the key points discussed during the meeting chaired by Prime Minister Aziz Akhannouch. Baitas addressed several important topics, including the preliminary results of the implementation of the 2024 Finance Law, which was developed within the context of a challenging international economic environment, marked by increasing geopolitical and climate risks affecting the global economy.

Baitas emphasized that the government had fulfilled its financial commitments despite the significant challenges, noting that the budget recorded a declining deficit of 4% of GDP for 2024, compared to 4.3% in 2023. This improvement was achieved thanks to a marked increase in regular revenues, which rose by 47.4 billion dirhams, reflecting a 35.9 billion dirham increase in tax revenues compared to the previous year. He added that this positive trend helped maintain the debt-to-GDP ratio at 69.5%, the same level recorded in 2023.

The government spokesperson also discussed the legal projects that were approved during the council meeting, including Decree No. 2-24-833, which relates to the competitive examinations for teacher training. The decree aims to modernize the legal framework for these exams in line with the new regulations governing the Ministry of National Education’s employees. Baitas pointed out that this project would contribute to improving the organization of the exams and establishing the necessary criteria for the qualification of teachers in the field of education.

Regarding maritime affairs, Baitas provided details on the approval of Decree No. 2-4-1124, which amends the decree governing the preservation of maritime liens. The amendment seeks to define the roles of the relevant authorities in organizing and preserving these liens in accordance with the applicable laws.

On the international front, Baitas noted that the government council reviewed several international agreements, including a framework agreement for cooperation in logistics between Morocco and the Republic of Azerbaijan, aimed at enhancing collaboration to improve supply chains and exchange expertise in logistics. Additionally, a bill was presented to approve an energy cooperation agreement between the two countries, which includes information exchange in the fields of oil and gas and the development of joint projects in renewable energy.
