During the plenary session held by the House of Representatives on Monday, January 6, 2025, Fatima Zahra Mansouri, Minister of National Territorial Planning, Urban Planning, Housing, and City Policy, presented a detailed report on the achievements in the housing sector and the new government strategies aimed at expanding housing availability and supporting target groups.
The Minister highlighted the tangible results of the social housing programs launched in 2002. As of November 2024, approximately 707,000 housing units had been completed and certified, including 680,000 units delivered under the social housing program priced at 250,000 MAD, and around 30,000 units under the low-cost housing program priced at 140,000 MAD.
With the conclusion of the previous programs in December 2020, the government launched a new initiative on February 28, 2024, called the Direct Housing Support Program. This program primarily targets the middle class, previously excluded from support, and aims to reduce the housing deficit while boosting the role of the private sector, particularly small and medium enterprises.
In just one year, the program attracted over 1.1 million applicants, with more than 35,000 beneficiaries. Among them, 26% were Moroccans living abroad, and 32% were young people. Financial assistance was allocated as follows: 63% of beneficiaries received 70,000 MAD, while 37% received 100,000 MAD.
The Minister emphasized the program’s positive impact on the real estate sector:
- Cement sales rose by 9.45%.
- Housing loans increased by 1.17%.
- Loans directed to real estate developers grew by 7.2%.
Moreover, cities such as Settat, El Jadida, Beni Slimane, Oujda, Berkane, and Taza benefited from social housing projects for the first time.
While national housing production ranges between 113,000 and 114,000 units annually, the new program set a target of 75,000 subsidized units in 2024. The results surpassed expectations, achieving 94,000 units, representing 125% of the target, reflecting the success of the government’s policies in this sector.
Minister Fatima Zahra Mansouri concluded her address by affirming that these achievements reflect a comprehensive vision to enhance housing provision, promote sustainable development, and meet citizens’ aspirations. She praised the positive momentum, which sets the stage for a brighter future in Morocco’s housing sector.
