Minister Nadia Fettah Alaoui Presents Key Reforms in Public Enterprises Sector

On December 30, 2024, Minister of Economy and Finance, Mrs. Nadia Fettah Alaoui, delivered a comprehensive presentation during the weekly oral question session at the House of Representatives, discussing the ongoing radical reforms in the public enterprises sector. The minister emphasized that these reforms are in line with the royal directives outlined in His Majesty King Mohammed VI’s speech on the Throne Day on July 29, 2020, and the speech during the opening of Parliament in October of the same year. These directives focus on addressing structural imbalances and enhancing the integration and coherence between the roles of public institutions, aiming to improve their economic and social effectiveness.

Mrs. Fettah Alaoui explained that the government has launched a series of deep reforms culminating in the issuance of Law No. 50.21 on the reform of public institutions and enterprises, and Law No. 82.20 on the establishment of the National Agency for the Strategic Management of State Holdings. She highlighted that these laws aim to enhance good governance, define the roles of institutions more effectively, and achieve greater integration among their various activities.

The minister emphasized that the public sector includes 271 public institutions and enterprises, in addition to 278 other public institutions and 43 independent enterprises. She also revealed that the total number of affiliated companies and public holdings amounts to 525 entities, underscoring the significant economic importance of this sector. Regarding economic performance, the minister noted that the expected turnover of these institutions would reach 145 billion dirhams by the end of 2024, reflecting a 4% increase compared to 2023, highlighting the substantial investment efforts these institutions are making to support the national economy.

Discussing the practical steps taken to implement these reforms, Mrs. Fettah Alaoui pointed out that seven legal texts had been issued to improve governance and enhance the performance of public institutions and enterprises. Additionally, other draft laws are under preparation, including one aimed at reforming the privatization system and another related to the establishment of a central body to liquidate institutions that no longer achieve their intended goals.

The minister also touched on the progress made in restructuring certain sectors, such as the water and electricity sector, where 12 regional companies for the distribution of water and electricity were established, integrating the independent agencies and regional directorates concerned. This move, she said, aims to enhance integration and improve services provided to citizens.

In conclusion, Mrs. Fettah Alaoui affirmed that the ongoing reforms aim to strengthen the role of public institutions and enterprises as drivers of economic and social development. The focus is on good governance, financial and human resource management, ensuring the Kingdom’s vision of reinforcing its leadership in the regional and global arena, particularly in Africa, and integrating into global production chains.
