Significant Increase in Legal Cannabis Cultivation in Morocco During 2024

The legal cannabis sector in Morocco witnessed notable growth in 2024, according to a report by the National Agency for the Regulation of Cannabis Activities (ANRAC) presented at its board meeting in Rabat.

Monitoring operations conducted by the agency showed that all cannabis activities carried out by farmers and operators comply with regulatory provisions. Key actions taken during 2024 focused on establishing regulatory procedures for using seeds of the local “Beldia” variety, mobilizing financing offers for small farmers, and organizing missions to explore markets and promote legal Moroccan cannabis products internationally.

Regarding licenses, ANRAC issued 3,371 authorizations out of 4,158 applications examined and processed in 2024. These licenses include:

  • 3,056 licenses to 2,907 farmers for cannabis cultivation and production, compared to 430 licenses in 2023.
  • 315 licenses to 158 operators, distributed across various activities such as processing, marketing, export, seed import, and transportation.

In terms of production, the agency recorded the planting of 2,169 hectares of legal cannabis by 2,647 farmers grouped into 189 cooperatives. This area was distributed as follows:

  • 1,701 hectares planted with the local “Beldia” variety by 1,767 farmers in 109 cooperatives.
  • 468 hectares planted with imported varieties by 880 farmers in 80 cooperatives.

The total legal cannabis production in 2024 amounted to approximately 4,082.4 tons, with an average yield of 20 quintals per hectare, distributed as follows:

  • 2,786.7 tons of the “Beldia” variety with an average yield of 17 quintals per hectare.
  • 1,295.7 tons of imported varieties with an average yield of 28 quintals per hectare.

The agency intends to double its efforts in 2025 to strengthen the measures taken and encourage necessary initiatives to structure the development of the cannabis sector within a legal framework. This framework aims to ensure farmers have a secure and profitable practice of their activity and provide operators with optimal conditions for accessing international markets, with the goal of contributing to the socio-economic development of the areas concerned by the regulation.
