On Monday, December 23, 2024, Mr. Mohamed Saleh Tamk, the Director General of Prison Administration and Rehabilitation, chaired the annual meeting with prison institution directors at the National Training Center for Staff in Tiflet. The meeting, which brought together central officials and prison directors, served as an opportunity to assess the work accomplished during the current year, address ongoing challenges, and discuss future plans to improve sector performance.
Mr. Tamk opened the meeting with a guiding speech in which he celebrated the significant achievement of the year: the approval of the Statute for Prison Administration Staff. He emphasized that this system marks a significant shift in improving the professional and social conditions of staff, reflecting the high royal interest in the sector. He also praised the positive response from the government to staff demands, noting that this step exemplifies the special attention given by His Majesty King Mohammed VI to the employees of this vital security sector.
Mr. Tamk acknowledged the dedication and perseverance shown by employees and officials in implementing the programs planned for 2024, despite the sector’s challenges. He commended the extensive efforts made to improve working conditions and enhance performance within prison institutions. He also highlighted the importance of new laws related to prison management and alternative penalties, which represent a turning point in improving the effectiveness of the prison system in Morocco.
In discussing the year’s achievements, the Director General stressed the need to continue strengthening coordination across the sector’s various components and called for increased efforts to overcome current obstacles and adapt to new legislative and regulatory changes, especially regarding the implementation of Law No. 10.23, which governs prison institutions, and Law No. 43.22, which concerns alternative penalties. He pointed out that emerging challenges require a stronger commitment to developing future mechanisms and programs in line with the evolving demands of the sector.
At the conclusion of the meeting, emphasis was placed on strengthening discipline within prison institutions and strictly implementing laws and regulations. Mr. Tamk stressed the importance of reinforcing the quasi-military nature of prison institutions and enhancing their security and reform roles within the legal framework.
To commemorate the sector’s achievements, a letter of loyalty and allegiance was read, expressing deep gratitude for the royal attention to the sector and reaffirming the staff’s commitment to serving the nation and enhancing national security and stability.
