The General Delegation for Prison Administration and Reintegration has officially announced the approval of a new regulatory framework for the Prison Administration employees, following its endorsement by the government council on Thursday, December 19, 2024. This decision is part of a broader reform initiative aimed at improving the professional and social conditions of prison staff, who are considered key players in maintaining internal security and supporting prisoner reintegration efforts.
In its statement, the General Delegation congratulated its staff on this significant step, recognizing their immense sacrifices in a highly complex professional environment marked by substantial risks and responsibilities. The Delegation emphasized that this comprehensive revision of the regulatory framework is part of a unified vision aimed at enhancing the human resources management system, including improving employees’ material and social conditions and motivating them to carry out their duties with greater efficiency.
The new framework introduces advanced benefits, including a restructuring of the titles and hierarchy of prison administration staff, as well as a revision of the compensation system, which now includes special allowances for work-related burdens. The promotion system has also been updated, with a focus on merit, productivity, and professional value.
The Delegation highlighted the importance of integrating employees from shared ministry frameworks and hiring doctors and engineers within the Prison Administration staff. This move is intended to unify the legal system governing the sector, thereby enhancing coherence and efficiency in task performance. Additionally, recruitment, training, and formalization procedures have been developed to suit the specific professional needs of staff, who operate within a semi-military system.
This new regulatory framework aligns with the ongoing legislative reforms in Morocco, particularly with the recent introduction of the new Prison Law No. 10.23 and the Alternative Sanctions Law No. 43.22. These laws require continuous mobilization of sector employees to ensure their implementation and strengthen the role of prison institutions in maintaining security and executing successful reintegration programs.
