Morocco Moves Toward Abolishing the Death Penalty: A Milestone in Human Rights Advocacy

In a pivotal address during a public session at the House of Representatives on Monday, December 9, 2024, Minister of Justice Abdellatif Ouahbi tackled the contentious issue of the death penalty, which continues to fuel debate both nationally and internationally. The minister announced Morocco’s serious steps toward abolishing capital punishment, aligning with the nation’s commitment to advancing its human rights agenda.

Minister Ouahbi highlighted Morocco’s significant progress on this front, noting that since 2020, many death sentences have been commuted to life imprisonment. This reflects the kingdom’s dedication to protecting human rights and upholding the right to life. He further disclosed that currently, 88 individuals, including one woman, remain on death row. The government is actively working to reduce these numbers through clear policies aimed at safeguarding individual freedoms and rights.

The minister elaborated that Morocco has consistently supported the United Nations resolution advocating a moratorium on the death penalty over the past two decades. He emphasized that Morocco has abstained from opposing this resolution as part of its commitment to the global human rights trajectory. On December 15, during the United Nations General Assembly, Morocco’s ambassador is set to vote in favor of the resolution, a step seen as indicative of the country’s progressive approach to abolishing the death penalty permanently.

Minister Ouahbi underscored that this stance aligns with the directives of King Mohammed VI, who prioritizes the protection and promotion of human rights. The abolition of the death penalty, the minister asserted, is a significant step toward achieving a fairer criminal justice system in line with Morocco’s international commitments. Such a decision is expected to positively impact the nation’s internal dynamics and enhance its reputation on the global stage.

In his concluding remarks, Minister Ouahbi called for broad support for this critical human rights initiative, which underscores Morocco’s profound and enduring commitment to human dignity. He stressed the importance of continuing legal discussions on the matter within the framework of proposed amendments to the Penal Code. The minister expressed optimism that this decision will soon be finalized, reaffirming Morocco’s dedication to human rights, the sanctity of life, and the democratic path guided by King Mohammed VI.
