In a session of the House of Advisors held on December 3, 2024, the Minister of Endowments and Islamic Affairs, Ahmed Toufiq, delivered an important speech outlining the ministry’s ongoing efforts to care for the Moroccan community abroad, providing them with religious and spiritual guidance while preserving their cultural and religious identity.
These remarks come amid growing attention to issues facing Moroccans living overseas, as they strive to maintain their values and beliefs in the face of changing social and political circumstances.
Minister Toufiq began his speech by thanking the members of the House of Advisors for their interest in the issue of the Moroccan diaspora, emphasizing the continuous support of His Majesty King Mohammed VI in this area. He affirmed that the Ministry of Endowments is working diligently to provide religious and spiritual care for Moroccans living abroad, particularly in protecting their cultural and religious identity against the negative influences of harmful ideologies.
The Minister explained that the ministry has established the Moroccan Scientific Council for Europe, which plays a significant role in enhancing the religious and cultural identity of Moroccans in Europe, helping to shield them from various challenges. He also mentioned that the council, which recently appointed a new president in Brussels, is an important step toward ensuring continuous communication with religious associations and cooperation with official bodies in host countries.
Minister Toufiq discussed the importance of collaborating with Moroccan embassies and consulates, as well as with religious associations run by Moroccans in various European countries. He emphasized that these associations serve as the official interface for Moroccan authorities in managing religious affairs for the diaspora. He also noted that the ministry continues to provide annual financial support to these associations, with a total of 96 million and 112 thousand dirhams allocated for 2024, benefiting 14 associations in countries such as France, Italy, Belgium, and Canada.
To further strengthen religious guidance within the diaspora, the Minister shared that scientific delegations of readers, preachers, and female preachers have been sent to several European countries. In 2024, a total of 372 individuals were dispatched across nine countries, including France, Belgium, Italy, Spain, and Germany. He assured that these efforts aim to spread Islamic values and enhance religious awareness among members of the Moroccan diaspora.
Minister Toufiq also addressed the challenges faced by Moroccans abroad, where social and religious conditions often shift negatively. In this regard, the Minister confirmed that the ministry is working on a large digital communication project aimed at engaging the three generations of Moroccans living overseas.
This program, expected to launch by the end of March 2025, will enhance the daily interaction of the Moroccan diaspora with issues related to their religious and cultural identity.
