National Justice Union Issues Protest Statement Against Court Clerk Compensation Decree Draft

The National Office of the Justice Union, operating under the Democratic Labor Confederation, issued an important statement following its extraordinary meeting on October 25, 2024, in response to Draft Decree No. 2.24.955 regarding overtime compensation for court clerk staff members.

Key protest points in the statement include:

  1. Condemning the ministry’s lack of transparency with the union regarding proposed amendments to the basic statute.
  2. Rejecting Article 3 (repeated), which establishes a forced labor system in the court clerk department.
  3. Considering the elimination of required employment qualifications as a conspiracy targeting the identity of court clerks.
  4. Demanding accountability for the 13-year delay in issuing the overtime compensation decree.

The union presented several demands, notably:

  • Adopting a 4-year period for professional competency examinations and 8 years for promotion by selection
  • Increasing promotion quota to 40 percent
  • Adding a new grade level for each framework within the court clerk department
  • Establishing compensation for uniforms and judicial duties

The statement concluded with a call to form a unified sectoral front for court clerks to defend their legitimate demands, emphasizing the necessity of placing staff interests above all considerations.
