Pre-2012 Education Doctorates Demand Resolution of Their Status and Fair Treatment in the Research Professor Framework

Rabat, Morocco – In a new escalatory move, the National Coordination of Pre-2012 Doctorates affiliated with the Ministry of National Education held an important meeting on Sunday, September 22, 2024, in the capital, Rabat. The meeting concluded with a set of demands and decisions aimed at resolving the administrative situation of this category of teachers.

The statement issued after the meeting emphasized the need to settle the status of all doctorates who did not benefit from the 2010 and 2012 intakes, considering themselves victims of the 2010 agreement. The statement also stressed the importance of calculating overall seniority when changing the framework to research professor, effective from January 2024, to compensate for the damage inflicted on this group for more than 14 years.

The Coordination called on the Ministry of National Education to expedite the issuance of an organizational memorandum for changing the framework to research professor, emphasizing the priority of doctoral degree seniority in the first batch of appointments. The Coordination justified this demand by citing the accumulated professional experience of this group, which they believe makes them the most capable of contributing to the desired educational reform.

The statement also demanded that the 2024 recruitment batch be limited to pre-2012 doctorates while maintaining the regional employment system to ensure stability and achieve the goals of developing the education and training system.

In conclusion, the Coordination called on all doctorates in the Ministry of National Education to prepare for escalatory protest actions. They also warned the Ministry that the creation of the research professor framework was intended to resolve the situation of doctorates within the Ministry, not as a new recruitment process.

This move comes in the context of ongoing controversy surrounding the status of doctorates in Morocco’s education sector, amid increasing demands to do justice to this group and improve their professional conditions.
