The Administrative Court of Appeal in Rabat issued a final ruling last Thursday to dismiss Fawzi Abderrahim from his position as president and member of the Matran Communal Council in Sidi Bennour province. This judgment, which is now immediately enforceable, adds a new episode to the series of dismissals of community presidents in Morocco, a phenomenon that has become increasingly frequent in recent times.
The decision to dismiss came after an investigation conducted by the Sidi Bennour prefecture following irregularities detected by the General Inspectorate of Territorial Administration, which is part of the Ministry of Interior. Hassan Boukouta, the province’s governor, had sent Fawzi Abderrahim, a member of the Authenticity and Modernity Party (PAM), a request for explanation regarding these irregularities. The former president was given ten days to provide clarifications before his dismissal file was referred to the Administrative Court of Casablanca on February 16, 2024.
In parallel, the governor made a decision to suspend the president from his duties until the justice system ruled on the case. It’s worth noting that this is not the first time Fawzi Abderrahim has faced such a situation. Less than a year ago, in December 2023, the Administrative Court of Appeal in Rabat had rejected a similar request submitted by the governor of Sidi Bennour to dismiss him.
Following this dismissal decision, the management of the Matran Communal Council affairs has been entrusted to the first deputy mayor. This replacement comes after the justice system considered that the explanations provided by Fawzi Abderrahim were insufficient to justify the irregularities observed in the management of the community.
